U.S. Federal Reserve Chairman Ben Bernanke said on Wednesday that regulatory reform legislation being discussed in Congress is "comprehensive" but that it would take time to gauge its impact."There is still a lot being debated and discussed, and a full assessment of the overall package has to wait until we see the final product. But I will say this has been a very serious, concentrated effort," he said after a speech organized the University of Chicago's Booth School of Business.
