Bihar plan outlay up 40pc at Rs 20K cr

New Delhi, May 17 (PTI) The Planning Commission today approved a Rs 20,000-crore annual Plan outlay for Bihar for the current fiscal, an increase of 40 per cent over 2009-10, when it fell marginally short of utilising allocated funds. "The Plan outlay was approved after a meeting between Commission Deputy Chairman Montek Singh Ahluwalia and state Chief Minister Nitish Kumar here today," an official statement said. "There is lot of improvement in the Plan utilisation and visible efforts have been made to improve economic activity and revenue generation," Ahluwalia said and complemented Kumar for better performance on key development and economic parameters. Attention, however, is required to improve social and physical infrastructure, he pointed out, adding public private partnership has to be encouraged to further accelerate pace of development in the state. The last year the state got Rs 14,404.65 crore in annual plan fund, but it could spend only Rs 14,183 crore. Ahluwalia asked the state to focus on improving farm productivity by intensive use of high yielding variety of seeds. The agriculture sector, he said, contributes 35 per cent of the state GDP and provides employment to 77 per cent of the workforce. Briefing the Commission on his development strategy, Kumar said the focus of the states approach is to improve economic activity through better Plan implementation and ensuring inclusive development. He said during the past three years over 90 per cent of the Plan outlay has been utilised and the fact that power consumption has increased manifold in recent years indicate improved economic activity. Kumar said during current financial year, social sector would get priority with over 36 per cent Plan fund going towards it. Transport sector with 23.45 per cent allocation will be the next priority.
