Srinagar, May 10 (IANS) Jammu and Kashmir's civil secretariat, including the offices of the chief minister, his cabinet colleagues and senior bureaucrats, reopened here Monday after a six-month sojourn in the winter capital Jammu.Chief Minister Omar Abdullah was given a guard of honour as he reached the civil secretariat at around 9.30 a.m. A smartly turned out contingent of the local armed police presented the guard of honour as state Director General of Police Kuldeep Khoda stood beside Abdullah.The chief minister then inspected the various offices inside the secretariat.Following the tradition set by the autocratic Dogra Maharajas of the state, the seat of governance, which includes the offices of the governor, chief minister, cabinet ministers and all heads of departments, functions in Srinagar for the summer months and in Jammu during the winter months.A tight ring of security had been laid around the civil secretariat in the Batmaloo area of the city to ensure that the civil secretariat reopened without any disruption from separatist guerrillas who have in the past tried to target it with rifle grenades and rockets.
