New CM today, rebels make old noises in Jharkhand

It may have got Shibu Soren to see that there was no way around stepping down as chief minister, but the new BJP-JMM dispensation in Jharkhand is headed for fresh trouble.At least four MLAs of the Jharkhand Mukti Morcha (JMM), including the state's only ex-Maoist legislator, and one MLA of the JD(U) have said that they would not support a BJP-led government.In the 82-MLA Assembly, the BJP-JMM government has a thin majority of 44 (BJP 18, JMM 18, AJSU 5, JD-U 2 and Independent 1). While the four dissident MLAs cannot split the JMM as per the anti-defection law, they could leave the new government shaky, especially if the JD(U) rebel MLA and the Independent MLA decide to part ways as they have indicated."I have already withdrawn support from the Soren government on this issue," says Bandhu Tirkey, the Independent.At his official residence, Soren, who has been harping on rotational chief ministership, said on Sunday that he was ready to quit. "I have decided to resign after the BJP takes a decision on who will be my successor," he said.The BJP Parliamentary Board is meeting in New Delhi tomorrow to decide the name of the chief minister. The contenders include former Union minister Yashwant Sinha, Deputy CM Raghvar Das, Speaker C P Singh and former CM Arjun Munda. The meeting will also discuss Soren's demand for chief ministership by rotation, though former BJP president M Venkaiah Naidu said there was no question of accepting the same.It was at a meeting in New Delhi attended by the JMM, BJP, the All Jharkhand Students' Union (AJSU) and JD(U) yesterday that it was decided a new government would be formed with a BJP chief minister. JMM leaders, requesting anonymity, said they had been assured that their concerns, including for a rotational arrangement, would be placed before the BJP Parliamentary Board.However, for dissident JMM MLAs, sulking since December after they were denied ministerial berths by Soren, this is the last straw. In a last-ditch peace gesture, two of them were "accommodated" with nomination of Nalin Soren to the post of party chief whip and promise of Speakership of the House to Tek Lal Mahato. But that still left Champai Soren, Lobin Hembrom and Simon Marandi, and they are now threatening to prevent a BJP government.To add to the JMM headache, the state's sole MLA with a Maoist link, Polus Surin, has lent his support to the rebels. Surin is in Simdega jail facing half a dozen cases of murder, illegal possession of arms and ransom, and yesterday Simon paid him a visit. "Come what may," Surin said soon after, "we will not support the BJP government."As for JD(U), one of its two MLAs, Raja Peter, has indicated that he may quit and join Congress. "I had joined the JD(U) with the hope that it will help me fight for the cause of the people. But its leadership has disappointed me," says Peter, who won the Assembly polls as an Independent but later joined JD(U). -With ENS Delhi
