AP govt sacks 39 engineers for ``unauthorised absence``

Hyderabad, May 4 (PTI) Andhra Pradesh government today removed from service as many as 39 engineers of the Panchayat Raj Department after they were found guilty of ''unauthorised absence'' for many years. One deputy executive engineer, 24 assistant executive engineers and 14 assistant engineers were among those removed from service. The period of unauthorised absence of these engineers ranged from 1990 to 2004 till date. The Panchayat Raj Department initiated disciplinary proceedings against these ''delinquent officers'' under the provisions of Andhra Pradesh Civil Services (Classification, Control and Appeal) Rules, 1991 and a Gazette notification too was published with the charges against them. The Engineer-in-Chief, Panchayat Raj, appointed the Superintending Engineer, Panchayat Raj Rural Water Supply Wing, as the inquiry authority into the delinquent engineers'' case. The Inquiry Officer, after conducting enquiry as per the provisions of AP Civil Services (CC&A) Rules, 1991, submitted his findings holding that the charge framed against each delinquent officer has been proved, according to Panchayat Raj Principal Secretary M V P C Sastry. "The delinquent officers have not turned up for explanation on the findings of the Inquiry Officer. As such, it is construed that they have no explanation and no interest in their jobs and their absence is willful, without prior permission," Sastry pointed out in a government order issued today. After deciding to remove these engineers from service, the government referred the issue to the AP Public Service Commission for concurrence. "The APPSC agreed with the government and given its nod for the removal of the delinquent engineers with immediate effect," Sastry said.
