Defence ministry objects to Orissa govt`s port plans

The Defence ministry's objections to the location of ports on the Orissa coast is likely to put cold water on the state government's ambitious maritime plans. The ministry has stated that there should not be any port between Kirtania and Dhamra on the northern part of the Orissa coast.On Tuesday, at a high-level meeting held under the chairmanship of chief secretary, TK Mishra, representatives of the defence ministry said ports would be a security threat to the sensitive units of Defence Research & Development Organization established at Chandipur and Wheeler Island.The defence ministry's stand will hit the proposed Chudamani port, for which the state government signed an MoU with the Aditya Birla Group on October 22, 2009. The group is proposing to develop a captive port at the site in Bhadrak district with an investment of Rs 1,500 crore.The other port sites that would be pushed into uncertainty are Chandipur, Inchudi and Bahabalpur.The chief secretary said the state government would take up the matter with the defence secretary.The Tuesday meeting was attended by state commerce and transport secretary, Satyabrata Sahu, Industrial Infrastructure Development Corporation (IIDCO) chairman, Priyabrata Patnaik, forest principal secretary, Upendra Behera, and commerce and transport special secretary, Guru Ray.Sources in the government said the state government signed the MoU with the Aditya Birla group in 2009 only after the defence ministry cleared the site in 2008.Meanwhile, the state government has told the Steel Authority of India Ltd. (SAIL) to select a site down south. SAIL is interested in the Bahabalpur site in Balasore district. Since Bahabalpur comes under the defence ministry's security zone, the state government has asked the Central-sector steel company to select a site other than Bahabalpur, Chandipur and Inchudi. SAIL has given a proposal to the Orissa government on Monday to set up a port in the state.
