`Take help of stakeholders to check illegal mining`

The Guru Ray Committee, appointed by the Orissa government to suggest measures to check transportation and export of mineral illegally removed from the mines in the state, has suggested that the state government should take the help of the Union ministry of railways, shipping, and finance to put in place a mechanism to verify the status of mineral consignments at ports and railway sidings.The committee, which submitted its report last week to the state chief secretary, TK Mishra, has also suggested that enforcement agencies be used to improve surveillance on illegal movement of minerals. The departments for steel & mines, commerce & transport, forest and commercial tax should work in co-ordination to prevent the transportation of contraband minerals, it said.The state government constituted the committee under the chairmanship of commissioner rail co-ordination and special secretary to commerce and transport department, in the wake of detection of large-scale transportation of minerals illegally removed from mines by railway rakes and exports through ports.Stating that Paradeep, Haldia, Visakhapatnam are the major ports through which ore of Orissa is exported, the committee has said that the port authorities should provide the list of exporters, and the plots under their occupation to the railways and the state steel & mines department. Iron ore coming to the port by road must be verified with the help of Transit Passes(TP) and weighment challans (WC). The port authorities should inform the transport department of the concerned state about the overloaded trucks.The custom authorities should be advised to insist on proof of ownership of cargo and source from the concerned exporters before clearing the consignment for export by passing shipping bills.The railway authorities should grant permission for loading ore only on submission of a copy of the TP which should be submitted rake wise for a quantity equal to the carrying capacity of a rake. The rakes must be allotted for loading of ore only after the forwarding note is signed by steel & mines department officials.The committee has suggested that bar-coded TP be introduced pending which the mechanically numbered TP printed on watermark papers with holograms should be used immediately.The route of the movement of the consignment must be clearly indicated in the TP.Pointing out that the infrastructure for enforcement of laws are inadequate, the committee has said that computerised check gates with barriers and weighbridges at strategic locations be put in place at strategic locations.
