UT Adviser directs CITCO to remove encroachment in Sec 17

Pradip Mehra asks MC to take action if encroachment not removed within three daysIn a major set back to the Chandigarh Industrial and Tourism Development Corporation (CITCO), UT Adviser Pradip Mehra on Tuesday issued directions for removal of its encroachment near Hotel Shivalikview.The decision was taken during the coordination committee meeting of the Chandigarh Administration and the Municipal Corporation. The meeting was chaired by Mehra.Mehra has asked the civic body to take action and remove the encroachment if CITCO fails to remove it within three days.Immediately after the meeting, Municipal Commissioner Dr Roshan Sunkaria in a communication asked CITCO to remove the fencing around the encroached area.CITCO has encroached upon a piece of government land (plot no 18) in Sector 17 for nearly two decades. At present, a lawn exists on the plot, which is rented out by CITCO for weddings and parties. A part of the encroached land is being used as a parking lot.Mayor Anu Chatrath, who took up the issue in the coordination committee meeting, said, "The decision of the House is supreme. There should be one rule for everyone. If we remove encroachments made by residents, the same should be done in case of encroachments by government departments."She added, "While widening the V5 and V6 roads, we removed the green patches maintained by residents. Had it been about preserving green patches, people could have flooded the MC office with appeals, asking for exemption. It is important that CITCO removes the encroachment."Former mayor Pardeep Chhabra said CITCO could not ask for a stay on the decision. "Encroachment has been made on government land and it needs to be removed. Not just that, they are charging people for using these facilities. It is completely illegal," Chhabra said.The construction work for the parking lot has already begun. CITCO has been allegedly trying to scuttle the construction of the parking lot to save its encroachment.Recently, CITCO Managing Director wrote to the Municipal Commissioner that the "development of parking in this area may not be useful". In another letter, the MD asked for the vacant space behind Hotel Shivalikview (part of the parking lot site) to "store construction material for a year".The issue had led to heated discussions in the Municipal Corporation, with councillors walking out of the last Finance and Contract Committee (F&CC) meeting.Subsequently, the MC House had passed a resolution that the parking lot would be constructed according to the original design — the MC Chief Engineer had asked the UT Architecture department to "revise the drawings of the parking lot".
